patmos: Added constant for changing of instruction rom size.

Instructions: cd ise/ml605_edk/ ; make # or "make bits"
The non open source SDRAM controller will be downloaded automatically (if one has permissions to tipca server).

This currently doesn't work on FPGA. Need to increase the size of instruction memory.

Can't currently test it with the files from EDK, because of errors in translate phase. Exploring two options:
1. Use generated EDK sources from pure ISE Project.
2. Use EDK project as a component from the ISE.

Both still don't work, but made some progress by tweaking the options, so it hopefully would work.
There is also 3'rd ugliest option: convert patmos files to EDK :(
